Criteria for the evaluation of environmentally sound recovery operations

Recovery operations or facilities of hazardous and other wastes can release toxic emissions or discharges to air, soil or water and as such represent a potential threat to human health and the environment. Therefore it is from eminent importance using only destruction processes, specially developed for environmentally save disposing of fluorinated waste.

Following criteria have to be fulfilled:

  • There exists a regulatory infrastructure and enforcement that ensures compliance with applicable regulations.
  • Sites or facilities (including storage) are authorized and of an adequate technological standard and pollution control to recover the hazardous waste in the way proposed, particularly taking into account the level of technology and pollution control in the exporting country, and have the technical capacity to recover the waste as mentioned.
  • Operators of sites or facilities at which hazardous wastes are recovered are required, to appropriately, monitor the effects of those activities.
  • Appropriate action is taken at the site or facility in the case of accidental spillage, and where monitoring indicats that the recovery of hazardous wastes have resulted in unacceptable emissions.
  • Persons involved in the recovery of hazardous wastes are capable and adequately trained;
  • Any residues from the recovery operations and portions of non recovered materials should be managed including final disposal;
  • An action plan for emergencies or accidents for recovery operations at the recovery facility must be in place.
